Can't parse your second sentence there, but within the industry, IT is making the systems and networks run and fixing them when they break.  Software development is designing and implementing things. You won't find any software engineers at Google who refer to themselves as "in IT".

Yes, they do say IT as its easier for most people to understand.  Software development is far more than just designing and implementing.  This systems need maintained.  There are far more folks than just "software engineers."  You or your spouse clearly isn't in IT if you feel that way.  This guy was not prepared for a manager role.  They promoted him as he was smart and could do the job.  Managing is a different level and few are really good at it, especially in the IT world.[/quote]
