The number of immigrants we allow is a simple function of the quota the government sets. It takes years to go through the process. Your uncle's uncle will most likely die before he can complete the process. There is a long line and a fixed number of slots given each year. As to who is allowed to come is a totally different question from the number of immigrants we are going to get.
