Lots of schools do this. It's a separate celebration in addition to the main graduation, usually put on by the student identity groups (e.g. Black Students Association). Many of these students face challenges in getting through school that their white peers don't. So it's a way to celebrate overcoming those challenges with your similarly-situated peers. Just an extra event to celebrate w your group (among the many graduation events).
Be careful with that statement. Every student can face challenges getting through school and looking at their skin color isn't an indication. There are black students who cruise through college with no problems and white students who struggle. The celebration isn't a reward for the struggle, its a celebration of the accomplishment. It's that simple.
