One one side you don't want to say no as she may take a razor and not knowing correctly and cut herself and on the other its her body and should be up to her. Maybe ask her why, is it because she sees her mother shave and thinks that it is an adult thing to do and she should do it also? or after 10\11 years she may not be used to suddenly having pubes. For me, I started getting pubic hair at 10 and until then I dont remember paying any attention to down there in fact it was my mom that pointed it out to me, I was wearing white panties and she wondered why there was a dark patch at the front.
