I don't think he is targeting the DC National Guard.  He is getting rid of all political appointees in one fell swoop, rather than the nuanced approach of previous administrations.  It easier for [i]him[/i] to say- everyone out- than to figure out who should stay for a bit for a smoother transitions.  We will just have acting directors or whatever, all over the Federal Government.    Not so bad to have career personal in charge of things for a bit.
