It's the proverbial fox in charge of the hen house in those cases. And well, in Carson's case it's both not being qualified to run a huge government agency whose mission he has no clue about, and the fact that he doesn't believe in governmental help to keep people living off the streets. So it may be a "president's prerogative" to put his cronies into positions of power no matter how unsuitable they are to the job, but it's also the public's prerogative to make a big stink about it.
