Here's the thread that talks about this - none of it's guaranteed.  It was all recommendations that were part of the NextGen Soccer Committee report.  We'll see what sticks coming out of it.

Pro teams need to get players somewhere. Paying colleges for developing talent might seem weird at first but what it will do is incentivize colleges to develop players to the highest level the way pro trams want them to be. When this occurs college teams and coaches that participate in developing to the highest level are rewarded for their efforts. True for football not futbol. Remeber every scholarship giving to soccer is one less for football. Also money paid to a soccer player is out of the same budget that pays football players[/quote]
Brown egg football has no concept of teams paying lower level teams for developing talented players. Soccer does.

The only reason college got away with not paying for developed talent was because they werent paying players. Now that college is paying players Acadamies are going to start charging colleges for talent. You want to win? That's fine euro talent is no longer free. Oh and btw MLS is probably looking at something similar.[/quote]
