Thune and the Republican Senate could pass this within the hour if they wanted to by killing the filibuster.  They won't, though, because they are cowards.  The Republicans know how bad this is and they won't take responsibility for it.  When it proves to be the absolute disaster it is, they want to be able to cry that it was bipartisan.
