It says they have to be off and away. It doesn't say only students have to turn them off and put them away.

The policy is titled “Student use of cell phones…”. Everything that follows in the post mentions “student”.

That would be ridiculous if there aren't already policies that prevent paid employees from using their phones while they are supposed to be working.

There are similarly legitimate uses for students to utilize a phone during the school day. But there are workarounds. The teachers can use their computer for email and digital cameras instead of phone cameras.
