Most coaches don't have any problems with a team that has 2 exceptions. Most teams have fewer than 2. Some teams only have players who are in-zone. Some of the smaller leagues encourage developing local players and discourage any out-of-zip players. The FCYBL commissioner admitted on their coach meeting that this season they allowed ten teams to have 3 exceptions. There is nothing in the rules explaining that this can be done or what criteria are used to allow this. It all seems very underhanded and that rubs the coaches who follow the rules without trying to bend them or cheat the wrong way.[/quote]
