Sure, crime in the 90s was "localized" if that "local area" was "everywhere that isn't Ward 3." And the vast majority of homicides are still done by gang members and drug dealers against gang members and drug dealers. Nothing about the patterns has changed. [/quote] The amount of broad daylight crime has definitely changed as has the scale of organized retail theft (often involving violence) and carjacking (several victims have been stabbed or shot recently).
