In this case he thrived because the parents of the varsity girls were only with him for 3 years, and unless they had younger children their involvement with the team ended. This means the board members in many cases only served 2 years, and then a new set of parents would then join. As long as the team did well, there was little incentive for them to rock the boat.

The parents of the male athletes had little to no daily interaction with the coach, and so their perspective would naturally be influenced more by their interaction with the men’s coaches (which was a totally different set of individuals).

As for MCPS, that’s another ball of wax. They knew he’d been reported in 2018 - not sure if there were any referrals prior to that time.
