That's not the priority in a city with thousands of students at risk and performing well below grade level. I don't expect DCPS to see the light--the leadership isn't modern, flexible, pragmatic, strong or visionary--but the demand is real and the possibilities to expand IBD to give the burbs a run for their money are boundless (without breaking the bank).
