Here's the thread that talks about this - none of it's guaranteed.  It was all recommendations that were part of the NextGen Soccer Committee report.  We'll see what sticks coming out of it.

Pro teams need to get players somewhere. Paying colleges for developing talent might seem weird at first but what it will do is incentivize colleges to develop players to the highest level the way pro trams want them to be. When this occurs college teams and coaches that participate in developing to the highest level are rewarded for their efforts. What will happen is when theres money involved the end product will be a much higher level.[/quote]
