Do other landlords lock their tenants out of buildings because they speculate that their tenants might not have enough staff to open? (The answer, of course, is that if a child care program doesn't have enough staff who can get to work, they don't open-- or if they only have enough staff to operate at reduced capacity, they operate at reduced capacity and don't take drop-in kids. Just like they always did in the past. But again, none of your or MCPS's business.) [/quote]
