Yes, this is what the Fed does.

And the Mayor and her staff should sell the Fed on DC being an attractive site. But it simply does not fit the narrative.

The fact that DC Health does not hire a capture agent who does nothing but look for outside of the city resources to help the city fight COVID is astonishing. Why aren't we looking at other city best practices. Why haven't we figured out why Danville VA and Philly were accepted into the program and we were not and then modify our sales pitch.

This is similar to talking to someone attempting to contract with the fed for the first time. If you do not speak Fed, you will never land the contract. They operate of different timelines and cycles. You can complain about it, or you can pay somebody to package your requirements into Fed opportunities. You would think that DC, who is funded by the Fed (Don't talk to me about our amazing budget) would actually know how to interface with the Fed. But this is some sort of DC statehood long game and the Mayor sees us as collateral damage.
