If you thought it was, you were just naive. But, just because it is not purely merit based does not mean that it is a total crapshoot. Academic merit (and that's what you mean) is just one of a number of factors. I don't know whether the other systems are as purely academic merit based as we are led to believe, either, we just don't have the same familiarity with the quirks and corruption of those systems as we do of ours.
