The woman ran by the perp and he literally slashed/stabbed her neck as she ran by. It was over in the course of 1.5 seconds. Having a handgun would have done nothing to protect her. If anything, the murderer would have had access to a deadlier weapon. A hand gun is useless when you are attacked by surprise.
