Here's her handiwork in Detroit. https://www.nytimes.com/2016/06/29/us/for-detroits-children-more-school-choice-but-not-better-schools.html https://www.nytimes.com/2016/12/12/us/politics/betsy-devos-how-trumps-education-nominee-bent-detroit-to-her-will-on-charter-schools.html Read it and weep. Or puke.
And conservative publications have a different view. http://www.nationalreview.com/corner/442522/devos-and-detroits-charter-schools Can you please link to the specific report and page you are referencing to back up your claims?
NP here There's a lot of hedging in there -"It may be that the gains in Detroit itself may be the driving force for the gains in the charters in the state" p.14 -"Therefore, Table 3 below, which presents a translation of various outcomes, should be interpreted cautiously." p.15 Also, there's no discussion of self-selection (i.e., which parents move their kids into charter schools?), which seems to play a big role in DC HRCS. The study also show that charter schools that employ Charter Management Organizations (i.e., the back door to a for-profit corporation from a non-profit charter) are getting smoked by their non-CMO charters. How about banning CMOs with charters? I think the data is actually quite weak in attempting to show causation.
