I also think DOJ either moves to expedite the appeal or moves to stay all of Cannon's order. They now know their panel, know the panel is very likely to rule for them on jurisdiction, and it's clear that Cannon is going to protect Trump from having to make any factual admissions as part of this. They might have thought they could get through this quickly and be done with it, but it's also clear she's going to let Trump keep delaying.
