Would somebody please fact-check that nonsense?  OMG, if that were true, EVERYONE who wanted in-state tuition for their out-of-state student would be beating down the doors to live in DC and happily pay DC taxes to do it.  Imagine if you could get in-state tuition for New York or Texas or Michigan by living in DC.  Alas, somebody has no damn clue what DC TAG is or how it works.
