Given DC's rather large investment and commitment to ending homelessness coupled with Zeilinger, I'm confident they have built all of this into their plan. As concerned constituents, you should definitely inquire and demand accountability. But don't be asshats and dismiss an effort to address the crisis using best practices supported by data.
