It clearly means that a vast criminal conspiracy of scamming, cheating parents and criminally minded teachers have been providing EXACT answers to the NNAT and COGAT tests to parents who prep their children for AAP and that this has been going on for years. The conspiracy and corruption clearly reaches up to the highest levels of the FCPS system and once the story breaks it will make Watergate seem like a tempest and a teapot.[/quote]
