That is a nice whiff of gaslighting. The size of the Blair magnet will go down - the school district, shocker, is not being transparent about final number of students, because they have combined the proposed number of criteria-based seats available at Blair and Blair has two criteria programs proposed. Add to that the loss off students from around most of the county for the Blair magnet and you get something that is far less rigorous because Blair won't have as many highly able students applying and it will likely have fewer courses offered.
