As far as I understand this your prevailing attitude. - The city should make it an enforcement priority to get young, Black drivers off the road who wrack up thousands of dollars in tickets. - The city is helpless to do anything about elderly white drivers who are not capable of operating a vehicle safely. Seems like the obvious failure in both cases is a failure of DC DMV to properly regulate licensing, which is their job. The city maintaining a functional administrative state governing licensing would be the obvious remedy. [/quote]
