It does prioritize in-state and ALL colleges in the USA are run like businesses, which is why there is so much pressure to get into the state option and take the financial burden off parents

What is the percentage of maximum out of state applicants accepted to UMD?  Virginia and North Carolina schools cap at around a maximum 25%. The state legislature sets the cap which can be changed if the legislature decides.

There is no cap at UMD for out of state students. That creates a financial incentive to choose out of state applicants over in state applicants. Does UMD publish the percentage of out of state students in their freshman classes?[/quote]
