They used to have a special school just for troubled students (Twain, in Rockville) and it was shut down to much fanfare so that the students could be reformed in the mainstream schools. So now the only option is to transfer the troubled student to a new school and hope they behave. The Damascus ringleader was on his third school when that happened.[/quote]
