Good governance is learning what your constituents need, and then figuring out how to accomplish it. Manchin is doing the opposite, setting an arbitrary spending allocation then insisting on random cuts to make the plan fit while refusing to engage in a substantive discussion of the need for and value of the pieces that would be cut. That refusal to engage in a substantive discussion is because he knows all of the individual pieces have broad popular support, and he doesn't want to be held responsible for eliminating them.
