If you look at his account of the incident on CNN, he was deliberately bating her and clearly does this a lot as he carries dog treats.  He was trying to take her dog from her via bribing it with treats.  He purposely provoked her and only recorded part of it but by his account he was as inappropriate as she was.  Both were in the wrong but he clearly set it up.[/quote]

Birders constantly run into issues with entitled bird people. I've not gone back to Huntley Meadows to bird because of the interactions with off leash dogs with no owners in sight.  The last time I was there two dobermans ran up on me, one of them growling. My friend and I left and I've never been back. I would absolutely tell a person to leash their dog. The location they were in is big for birders and there have been massive flights of birds recently. I take pepper spray with me if I'm going in certain areas to bird. I would not have offered the dog a treat but it is such a small thing to focus on compared to the dramatic acting job she did because he told her to leash her dog.  It really comes down to entitlement.
