Also, HOW many more students?[/quote] How is the county building in the RM zone without raising its level?[/quote] The county isn't. The county building moratorium is 120%. If projected enrollment for 5 years from now (2023-2024 for fiscal year 2019) exceeds capacity by 20%, the county planning department stops accepting development applications. (And, more fundamentally - the [i]county[/i] isn't building. Builders are building, as allowed by the county.)[/quote] The county should lower its moritorium level to 110%[/quote]
