The 14th Amendment guarantees things like equal protection under the law, due process, it sets out the apportionment of the House of Representatives AND expressly gives Congress authority to enact legislation to enforce it. That's the basis of most civil rights laws. I think you'd have to pass a Constitutional amendment specifically invalidating this clause: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside." And yes, that would need to go through the Constitutional Amendment process.[/quote]
