The fact that Republicans think that there is anything wrong with the statement on this clip shows how deeply stupid and/or racist they are.

So let's break it down. Why exactly would somebody think that there's anything wrong with reaching out to HBCU's and community organizations to increase minority representation in government?

Well, there are really only two explanations that make sense. One is obvious, that they are racist and they believe any minority candidate being hired will do a worse job than any white candidate.

The other is that they believe for any given job, it is imperative that we only hire the absolute best candidate for the job and that there is only one absolute best candidate available in the entire world, therefore if the absolute best person at the job in the entire world is white then we aren't hiring them.

This is incredibly stupid for several reasons. For any given job there are multitudes of people qualified to do it, and while there may possibly be some person who would do the "best" at it, there is no 100% accurate objective metric to rate them, nor is there any guarantee that person is even being considered for or even knows about the job. Which means that in the real world, for any given job there is a pool of people who would all do (to any measurable degree) equally well at this job, and if that pool includes minorities who are actively recruited and would have otherwise been overlooked, then not only are we getting the exact same benefit of obtaining a qualified applicant regardless of who is picked, if we pick an equally qualified minority we are getting an additional benefit of addressing historical injustices and increasing diversity in the workforce.

There is absolutely nothing in the linked statement that says they will be only be hiring minorities regardless of their qualifications or fitness to office, which means that if a white candidate is far and away the most qualified, they're still getting hired. Which means that there are only positives to this initiative - you're getting the most qualified person no matter what and if that person happens to be a minority would would have otherwise been overlooked, even better.
