School boards answer more directly to the voters - their meetings are generally open to the public. On the other hand, even if you happen to live near your state capital, it's unlikely you'd be given the opportunity to speak during a meeting of the state legislature. If one school district in Louisiana had mandated that every classroom had to have the Ten Commandments it wouldn't have been national news. But when an entire state makes such a law, people notice. It doesn't. History is there to be learned: Take a class. Read a book. We put up statues of people we admire.
