What is DC's overreach? That it wants to add affordable housing to its own property? And how exactly would a historic district prevent that from happening?
Increasing the height of a largely 2 story, pedestrian scale commercial area to 8 stories (80’) is a pretty significant change that is out of character with the immediate area.
A historic district definitely would offer more protections.
As the HDCC folks rightly say, there are lots of large buildings in historic districts. Look at DuPont, Woodley, etc. The large developers have no real issue with the districts as they have the process down to a science. It’s the very day homeowner that has to deal with the nonsense.
Strange then that homes in historic districts sell at a premium.
Where is there evidence of that…honestly the data is inconclusive as to how a historic district affects home values in DC. One report suggests it enhances values and others claim the opposite. Homes in historic districts tend to be high priced, but it is nearly impossible to prove they sell at a premium. However, the every day hassles are getting new modern windows, a new door, etc. which you know very well require HPO approval vs requiring nothing outside of a historic district. You also know that if a homeowner wants to swap out there original windows with cheap vinyl windows, you can’t do that. That said, I gather you agree that a historic district won’t stop large scale development which happens routinely in other historic districts.
The cheap vinyl are awful windows and shouldn't be used under any circumstance. They are not as airtight as wood replacement or anything by the likes of Anderson etc and they don't biodegrade when tossed in landfills.
