There is little to no follow-thru on the expenditures. For example, I witnessed a DC jobs initiative for which the phone number to call was disconnected, the emails from job-hopefuls were never answered, and the website was never updated. Leadership means not just allocating money but establishing expectations of excellence and monitoring to ensure they are met over the long haul. That's what is missing here.[/quote]
