No.  They did not know what they were doing.  Every time they make a decision to encourage more poor minorities--Blacks and Hispanics, the results do not turn out as they wish.

Often they say that is the goal, but reality they are only helping themselves.  For example, the affirmative action plan was written be Claud Anderson to help Black people.  The government passed a watered down version which helped white women more than anyone else.  A “nothing burger” which never gets fixed for the intended result.[/quote]
