Bikes and scooters on the sidewalks have to yield to pedestrians. This is an area where row houses sit close to the sidewalks and families often play and socialize on their stoops and in the sidewalk. To say the family is “in the wrong” for using the sidewalk in front of their house the way many people in that neighborhood use it, and the way people in dense urban neighborhoods have ALWAYS used the sidewalk, is bizarre. Scooters have been around a few years. Kids in that neighborhood and many others have been sitting in sidewalks playing with chalk or whatever for decades.
