The basic theory though is (1.) average age (2.) air quality in Lombardy (3.) exposure from Wuhan factory workers and (4.) the way deaths are being counted in Italy. In some instances people are being tested after they have died and are counted as a COVID death if they test positive, regardless of the cause of death.
