More concrete than a handful of cases? By then it's too late by the time you have a handful of cases. I am not sure how many times people need to see this played out before we get smart. I prefer to take advice from the ones that have gone through this  By the time you see even a few it has been in for awhile.  Case,case,case, cluster, cluster, boom its that simple
 As far as child care while that is an issue it is not nearly as big of an issue as widespread in infection.  The only way to stop this is get the transmission rate below 1, you dont do that by waiting
