They are targeting everyone who HAS TO go through Tysons or spend time there (going to work, living there, or shopping/dining).  MGM is not in a residential or CBD area, there is a lot less in terms of "targeting" going on there, since there is not much around.  Plopping a casino in the midst of the busiest town center where a lot of people from the surrounding areas converge, and that's also a big transit center is a crime. [/quote]
