There WAS no "situation" until that maniac pulled out a gun. One guy was knocked over, possibly by accident, in a crowded store. Happens a lot, believe it or not. It doesn't make the news though because nobody starts firing bullets at people. But yes, it certainly does sound like the guy was a shitty cop and a loose cannon. And a murderer.
