It was a program by Karl Rove, Ed Gillespie, and Chris Jankowski used dark money made possible by Citizens United, to reshaped state legislatures, where the power to redistrict is held. It's was incredible cheap and effective. Dems focused on having the first Black president and stopped investing in state and local races. They stopped contesting races, they didn't invest in the delivery system of information (cheap talk radio which is how GOP is getting so many Latino voters through Spanish disinformation talk radio. Until 2016 when Amanda Litman started Run for Something there was NO pipeline for candidates, no bench building, and certainly no party support. So YES, they are to blame because they STILL aren't doing this. I don't pretend to be an expert on this, I got politically active in 2016. But I saw that state races were ignored and they still are and these draconian laws start in the states so why aren't we investing to win there so we can fight back like Mallory McMorrow is? Until Dems see GOP for the threat they are and ACT on it, they are partially to blame.
