If you can't the voters to vote on the issue than it  will not be resolved.   The rebublicans ginned up enough voters to be single issue voters on this issue that were able to ram through a minority position because of the structure of the govt and that Mitch mcconnell was willing to do anything it took to take control.of scotus.
