Also, I'm not sure exactly what rescuing the federal government would be doing here. Perhaps you can explain.[/quote] If the states don't get their preverbal sh*t together in regards to implementation, the feds will declare it a disaster and they will have to come to the rescue and develop the specifics of how to teach the curriculum.
