I think there will be a Kabuki Theatre shutdown as the Republicans wait to see if Gillibrand can get the eight Dems necessary to break the filibuster. With Schumer sympathetic but needing to fend off AOC’s primary challenge, she’ll run out of time. Republicans will then revise the House CR to say OK we’ll discuss the subsidies.
