It's a no-brainer that OSSE and DCPS aren't equipped to thoroughly investigate every boundary fraud complaint brought to them, or even every residency fraud complaint. If you want DC agencies to work like the FBI, interviewing neighbors, putting families under surveillance, conducting extensive documents searches and tax records etc. you're going to have to pay higher DC taxes to finance the new regime. You're also going to have to lobby, organize and push, possibly for decades, for necessary changes to DC law. There are always going to be gray areas where school registration goes, e.g. a family that registers in-boundary over the summer from one address, then moves to another at some point during the school year, perhaps staying on for years in the school. I'm not convinced that DCPS is nearly as accommodating of boundary cheaters as y'all think. I say this as a lady who was investigated for address cheating pre-when divorcing. I was given 48 hours to produce several years of certified tax returns to an in-boundary address, along with other documentation, to keep my kids in a DCPS ES. I was able to produce the relevant docs quickly and easily and was cleared on the spot at the DCPS residency fraud office. But that was a little pre-Bowser. Maybe it's easier to cheat now, no idea.[/quote]
