The problem is that people are promoted into these roles by way of longevity, not by way of merit (to an extent) or desire (to an extent); most become detectives because they want to get off the road. You can’t hire out for this position, even on the state level: everyone is a beat cop first and works their way up. I think, and it’s been proven at Western Michigan University (I’ll have to find the study) not only that women make better detectives in general, but also that if there was a way to create sub-departments in local and state law enforcement (federal too, I’m sure) where you could hire contractors who have attended college for training in this specific field (JUST solving crimes), more passionate and experienced people would be solving crimes. The issue is these folks would also need to be trained as police officers, because in the field, they investigate and conduct interviews in dangerous locations and in situations where people are dangerous, and they need the ability to not only protect themselves, but also make arrests when needed. Nobody knows how to create a happy medium, so until someone does, this is the way it has to be. [/quote]
