The correct procedure would have been to reopen his case and say the gang problem he said he was scared of no longer applies, and then they would have deported him to El Salvador.

Deporting someone doesn’t typically result in their direct confinement to prison. This is not a “deportation”. This is fascism.[/quote]It did in this case.  And it would have had the same result even if the US government didn't make the mistake they made.[/quote]
