USAID is an Executive agency. Who is the head of the Executive branch? Trump. He has every legal right to say where the money to those agencies goes. Congress gave them a budget, and Trump decides where it’s spent.

Elon Musk has a Top Secret clearance in the Federal Government. He makes rockets for them and launches satellites.
