They want to stop organized Democratic efforts to turn out black votes, but not the Republican organized efforts in nursing homes, evangelical churches, etc. They are writing laws with the knowledge that local officials know who to selectively target for enforcement. This is how poll taxes and literacy tests and all the other Jim Crow shit worked. They didn’t explicitly say blacks can’t vote, they set up barriers that were only enforced against blacks.
